Upcoming Event in Bowling Green: Community Forum Revisiting Landmark Education Court Case
Join the Kentucky Student Voice team in Bowling Green as we continue our statewide community conversations to explore whether Kentucky is living up to its promise of a quality education for all students.
Kentucky has a long, storied history of educational inequity, and triumph of overcoming it. Or, atleast, on paper. The Kentucky Student Voice Team is revisiting a landmark court case from 1989, Rose v. CBE (1989), where the Kentucky Supreme Court held that all students in the Commonwealth have a right to an adequate education. At the time, the Court interpreted the state constitution to require that Kentucky’s education system be adequately funded, ensure equality, and designed to provide every student with seven specific capacities of a well-rounded public education.
Is Kentucky living up to its promise to its young people?

Following the successes of the first two Rose Revival forums in Corbin and Louisville respectively, the energy to renew the legacy of Rose has reached a new high. Education stakeholders and policy-makers across the Commonwealth are increasingly pointing out the need to update the SEEK funding formula and revisit the promises of Rose. The voices of students, parents, educators, and community members are what matters most in this conversation; the Rose Revival forums has brought these to the forefront. As the Kentucky Student Voice Team continues to travel the state surfacing these findings we will publish post-forum “memos” on the Rose website page summarizing preliminary findings from each forum. And be sure to sign up for our e-newsletter so you do not miss out on any upcoming events and opportunities for further engagement with the campaign!
We have christened these events the 'Rose Revival Forums’. Our objective is to take a deep dive into the promises etched in the landmark state supreme court decision, Rose v. Council for Better Education with a series of intergenerational, public forums we are hosting across the state. Our forum's hope and objective is to:
- Highlight the significance of the right to an adequate and equitable education as endorsed by the Kentucky Supreme Court in the 1989 Rose v. Council for Better Education case.
- Foster dialogue among Kentucky students, parents, educators on the rights instituted by the Rose decision.
- Collaborate to develop a public report that chronicles how Kentucky's pioneering educational efforts are or aren’t withstanding the test of time.
What Else?
The agenda boasts interactive and intergenerational sessions we specially designed to ensure all participants can meaningfully contribute.
For parents: children of all ages are welcome to sit with you and partake in the discussions. Should you need assistance with childcare, we have funds for subsidies upon request.
